Carlie C’s IGA In Erwin Plans $1 Million Expansion

The Erwin Board of Commissioners voted last night to approve a zoning amendment requested by the owners of Carlie C’s IGA in Erwin. MSM Realty, a general partnership, requested the land be zoned from residential to commercial.
The rezoning of 2.3 acres of land, located beside and behind Carlie C’s IGA between Old Post Road and Erwin Avenue, will allow for the eventual remodeling and expansion of Erwin’s only grocery store.
“The benefits of this is that it will increase the tax base for the town and create jobs that will provide a living wage,” Attorney Cecil Bo Jones said in representing the company. “They’ve been in the community a long time and I think we should be excited about it.”
Erwin Mayor Patsy Carson said she is very excited about the expansion.
“I think it is wonderful,” she said. “It will look nice and offer so much more for the people of Erwin. We’re real excited about it.”
Erwin Town Manager Alan Thornton said he thinks the move is fantastic and long overdue.
“It will be a tremendous asset to the town, and will help us immensely with our revitalization efforts,” he said. “They’re a good corporate neighbor and we look forward to having them expand in our town.”
President of Carlie C’s IGA, Mack McLamb, said the company has big plans for the location.
“We’ll probably invest close to $1 million to renovate this store,” he said. “We want to add a fueling center and convenience store, and we are trying to negotiate for a Subway restaurant as well as expand the traditional grocery store as well.”
Mr. McLamb said he doesn’t know when the company will be able to start, but it will be soon.
“We have another store opening in July, and we should be able to go full bore on it after that,” he said.
Carlie C’s IGA currently owns 11 stores in the area, in Coats, Lillington, Spring Lake, Fayetteville, Hope Mills, Benson, Angier, Dunn and Erwin.
In other business:
• The board approved a contract by Landstar Paving Inc. of Dunn to begin municipal road patching and repair for 45 locations throughout the town. The company was the sole bidder on the project, with a bid of $25,557.
• The board approved the final plat for a new business subdivision located at the corner of St. Matthews Road and U.S. 421. The subdivision is being developed by Narayanswarup Inc. of Lillington. The move will allow the company to continue with the process of obtaining zoning and building permits for the property.
• The board voted to submit applications to the state for town signs at the entrances of town. The proposed signs will include the town’s seal, name and proposed slogan, “Pride in our past, hope in our future,” printed along the bottom.
• The board approved the by-laws developed for the Erwin Economic Development and Marketing Advisory Board. The board agreed to limit the advisory board to no more than 15 and no less than 12 members, and to accept future requests for appointments to the board only from residents of the town. Non-residents may still serve the board in an advisory capacity.
• The board also voted to appoint Karen Beitar of the Harnett County Arts Council to the Economic Development and Marketing Board.
• The board also noted a need to fill two positions on the town’s planning and zoning board.
• The board made a call for a public hearing on the fiscal year 2006-2007 annual budget. The public hearing on the budget was set for the next commission meeting, to be held Thursday, June 1.
• The board set the date of May 17 for its annual budget planning workshop.
• Town Manager Alan Thornton announced the availability of Housing Rehabilitation Funds for low to moderate income elderly or disabled homeowners. The county has received funds to rehabilitate approximately eight homes.
Applications are available at Erwin Town Hall and must be mailed or dropped off at the Harnett County Planning Department by June 2 at 5 p.m.
